The Ministry of National Education has published a new Equivalency Regulation with the aim of determining the principles and procedures to be followed in the equivalence procedures of educational certificates and diplomas obtained from international primary and secondary education institutions within the country and abroad. The Regulation, published in the Official Gazette dated July 9, 2024, numbered 32597, has come into effect.

In order to meet the increasing demands in equivalency processes in recent years and to reduce bureaucracy, the equivalency procedures are conducted electronically via the e-equivalency system, based on a citizen-focused service approach. This has made the process of obtaining equivalency quick, easy, and accessible. To enhance the quality of services offered to our citizens in equivalency processes and to make the process more accessible and standardized, the "Ministry of National Education Equivalency Regulation" has been updated by taking into account the demands of equivalency centers both domestic and abroad, as well as changing and developing conditions.

In this context, with the updated Equivalency Regulation;

  • Ensuring uniformity in practices at equivalency centers and preventing fraudulent or improperly obtained diplomas and potential abuses,
  • Not evaluating documents obtained from primary and secondary education institutions abroad that raise concerns about affiliations, contacts, or connections with terrorist organizations in equivalency processes; however, conducting level determination exams based on the opinion of the Board of Education, and not processing equivalency for diplomas and documents providing high school graduation from these educational institutions,
  • Removing references to Embassy Schools from the regulation due to the existing ambiguities regarding their legal status.
  • Excluding documents obtained from international primary and secondary education institutions that apply the Turkish curriculum and weekly course schedule from the equivalency process,
  • Defining the boundaries of distance learning,
  • Completing the missing regulations in the Ministry of National Education Equivalency Regulation based on the demands from equivalency centers and the deficiencies observed in practice.          

In accordance with the updated Equivalency Regulation, the Ministry of National Education Equivalency Application Form has also been revised.
