The Circular dated 14.06.2024 and numbered 2024/41, which regulates the procedures and principles regarding permission requests for national and international research applications by universities, public institutions and organizations, non-governmental organizations, and individual researchers in all kinds of organizations (central, provincial, and foreign organizations) affiliated with the Ministry of National Education, has been published.
According to the circular, applications must follow the stipulated procedures and principles. These applications will be processed through the "Research Application Permits Application and Evaluation Module" starting from 16.07.2024. Researchers are required to upload the necessary information and documents to the module, which will automatically generate an application document (number). Research permit applications will then be evaluated and finalized by the relevant unit(s) based on the submitted application information.
The circular specifies that:
· If the research sample/study group covers 1-6 provinces, the application will be directed to the relevant provincial directorates of national education.
· If it covers 7-12 provinces, the application will be directed to the appropriate central unit(s) of the Ministry.
· If it covers 13 or more provinces, the application will be directed to the Presidency of the Board of Education.
· For research involving the central unit(s) of the Ministry, the application will be directed to the relevant central unit(s) of the Ministry.
Research permit applications will be finalized within a maximum of 30 days if they cover a single province, and within a maximum of 45 days if they cover multiple provinces or are related to the central organization of the Ministry. The results will be communicated to the researcher via the module.
Furthermore, public institutions and organizations, international organizations, universities, non-governmental organizations, and individual researchers who have received a research application permit must upload the resulting products (thesis, article, report, project report, etc.) to the module within two years from the end date of the research application permit.
