He was born in Sivas in 1978 and completed his primary and secondary education in Hatay.  He graduated from Fırat University, Faculty of Technical Education, Computer Education Programme in 2000 and started to work as a research assistant in the Department of Educational Sciences of the same faculty. He completed his master´s degree in the Department of Educational Technologies in 2003 and his doctorate degree in the Department of Educational Sciences in 2007 at Fırat University.  He worked as an assistant professor in the Department of Computer Education and Instructional Technology of the same university between 2007 and 2010. In 2014, he received the title of associate professor in the field of Curriculum and Instruction at İstanbul Commerce University, where he started to work in 2010.  He was appointed as a professor to the Department of Educational Sciences at İstanbul Commerce University in 2020.

In addition to holding various administrative positions in the universities mentioned above, he took part in commissions within various institutions such as TUBITAK and YÖK and worked as an executive in many national and international projects. He worked as a manager, expert and project consultant in many EU and TÜBİTAK projects. In 2010, he was the founding head of the Department of Educational Sciences at İstanbul Commerce University.  He founded İstanbul Commerce University Lifelong Learning Coordinatorship in 2011. He worked as the Director of Continuing Education Research and Application Centre, Distance Education Research and Application Centre and TOEFL Examination Centre until 2016.

While continuing his academic career, he completed his second bachelor´s degree in Sociology at Anadolu University in 2014 and his master´s degree without thesis in Applied Psychology at İstanbul Commerce University in 2015.  He was appointed as a member of the Board of Trustees of the Turkish Maarif Foundation on behalf of the Council of Higher Education in 2016.

He worked as a referee in various academic journals and directed many theses. He participated in national and international symposiums and congresses as an invited speaker and presented papers.

In addition to his book and chapter authorships titled Educational Theory in the 21st Century, EPVET Project Report on Learning Needs and Use of Portfolio and Online Applications in Vocational Education in Europe, A General Overview of the Electronic Portfolio Process, Eğitim Kurumlarında Yönetim Bilişim Sistemleri ve Yapay Zekâ Kullanımı, Elektronik Portfolyo Öğretim Süreci, Eğitim ve Bilim, Sınıf Öğretmeni Eğitiminde Mentorluk ve Yetiştiricilik, Materyal Değerlendirme, he has articles published in many national and international refereed journals. His areas of expertise and research include curriculum and instruction, curriculum development in education, e-learning and technologies, e-portfolio applications, e-teaching material design, distance education design. 

With the decision numbered 2021/426 published in the Official Gazette dated 25.08.2021 and numbered 31579, he was appointed as the President of the Board of Education. He is married and has two children.
